Horizon will remain a wholly-owned subsidiary of LJA, but can now offer additional resources and services to our clients. Services include engineering (public infrastructure, land development, transportation, midstream, energy, coastal, and rail), surveying, land planning, landscape architecture, and construction management. Horizon brings broad capabilities in ecology, wetlands, endangered species, cultural resources, geology, and regulatory permitting to LJA. Our partnership allows for one firm to provide turn-key services from initial planning through construction management for every type of project. Horizon is also happy to announce that Eugene Foster has joined Horizon as our new History Program Director in Austin, Texas. Eugene brings more than 28 years of experience to Horizon’s cultural resources division as a cultural resources manager and NEPA documentation specialist with particular expertise in surveying, evaluating, and documenting historic architectural and engineering resources. Throughout his career, Eugene has worked in the energy, transportation, and public infrastructure industries, helping his clients and colleagues to plan, permit, and develop major and minor projects across Texas and many regions of the continental United States. As Horizon’s new History Program leader, Eugene will be focused on expanding Horizon’s existing environmental and cultural resources management services to all possible public and private sector clients. He has a long track record of resolving complicated, multi-disciplinary projects – so feel free to call him and discuss your most challenging project.
